HUD National Standards for the Physical Inspections of Real Estate (NSPIRE)

Summary of experience

As a well-established and seasoned Facilities Director of Maintenance. I spent seven years in the DMV area and beyond for one of the largest affordable housing management companies in the nation. One of my areas of responsibility was all REAC’s and NSPIRE inspections within my portfolio. I managed over 90 REAC’s in my time there and was a part of the HUD NSPIRE voluntary polit inspection program during the development stage. I have managed multiple REAC’s and NSPIRSE taking place at the same time in a portfolio averaging 50 to 70 sites and eight to ten thousand units at any given time during my tenure there. I spearheaded with my facilities team all pre inspections, created scopes of work from findings, determined allocation of internal and external resources, cost projections, three bid process when needed, coordinated resident communication, and project managed pre and post inspection cost ranging from ten thousand dollars to over $2.7 million dollars for these types of compliance inspections.

NSPIRE is the new HUD compliance inspection program that replaces the formal Real Estate Assessment Center (REAC) compliance inspections.

There is a total of 63 NSPIRE standards broken down by inspectable areas; Units - 47 standards, inside – 51 standards, and outside – 40 standards. Health and Safety (EH&S) Designations are as follows: Life Threatening (LT) 24 hours mitigation time, Severe (S) 30 days repair time, Moderate (M) 30 days repair time, and Low (L) pass.

Service NFCF LLC can provide on an ad hoc basis or all-inclusive services: 

  • Annual unit inspections using InspectCheck software. Primary focus is NSPIRE related however none-NSPIRE findings can be included at owner’s request.
  • Pre-NSPIRE inspections using InspectCheck software providing detailed reporting analysis with Excel, Word Document, and PDF files. Reports include detailed descriptions, pictures, point values, and projected cost based off CPI and known market cost factors. Cost projections analysis will be accessed in multiple easy to understand formats by standard categories, total per unit/home cost, GL account number (Custom), and by NSPIRE inspectable areas.

  • NFCF LLC With its partners can mobilize 110 plus knowledgably and experienced individuals for NSPIRE inspections across the nation in just 48 hours or less. This is a great asset for any property management company to have at their fingertips. With my own experience as a Director of Facilities. Having this significant resource for destressed sites with deferred maintenance or having multiple REAC’s/NSPIRES taking place at one time within a portfolio or companywide.
  • We can provide training, coaching, mentoring, and best practice strategies for newly hired or existing employees responsible for the day-to-day maintenance management of their site(s) from an NSPIRE perspective. Our training focuses on real world maintenance operations for financially challenged, resource challenged, staffing shortages or skillset abilities, resident profiles, and site design such as high-rise or garden buildings. All our trainers have years of real-world experience in the multi-family affordable housing market as service managers, multi-site service managers, regional maintenance managers, regional trainers, and director of facilities experience.

  • Airfare(s) are an additional cost based on the market rate.

Reporting

Pre-NSPIRE inspection reports are emailed to all stakeholders on the last day of inspection once completed.
